I had to look it up too. It punches holes in vinyl siding to attach it to tabs on a channel on the side of a house.

I love having the right tools for various tasks, but I think this is one where if you don't know you need it, you definitely don't need it.

As someone said below, it's for Vinyl siding. I just got a pair of Malco branded ones for about $20 bucks to do some repair work. On the last row of siding a the top, you trim it to fit, then you use this tool to create 'tabs' to tuck it into the J-Channel or F-channel or whatever you want to call it at the top of the wall area. With these tabs it will kind of snap into place. It's a very niche tool - prob not worth having unless you need it for a job.
