Permanent due to pipe collections? From what I see in photos it slips over and clamps to your existing 1/4 valve. No pipe work or plumber necessary. Other inline valves require splicing into piping, this does not appear to be one of those.

Not exactly sure what you mean. These can be set up to work when there is no electricity which means no internet or cloud. There's direct communication between the sensors and the shutoff. Believe you do need the internet on initial install though.

I went with YoLink with it's LoRa tech. Off-grid hubs can also send packets to the yolink server. yolink hub that picks up a yolink device packet will forward it, this allows you to get alerts when your hub is offline and there is another hub online nearby.
May I ask, how do you integrate the LoRa tech that the Yolink uses with Home Assistant? I have the HA Green with Zigbee and Z-wave and would love to integrate my Yolink system.

I have both. Invested in Govee sensors first several years back and even convinced my neighbor to get into them. Saved his basement 3x due to unforeseen leaks during the night, so they definitely work and I recommend them. Battery life is great and they usually give off an odd chirp when battery is running low, although I recently ran into one that had low battery but wasn't functioning when it made contact with water and wasn't notifying me of low battery so I still need to look into that particular sensor.
I just recently invested in YoLink because I found myself in need of a main smart shut-off valve, so I grabbed this exact one plus a few sensors. I used the IFTTT app to integrate both brands, so now if either YoLink sensors or Govee sensors get triggered in the house, my main shut-off valve will activate. You can't go wrong with either brand, but if you plan on doing a main shut off valve feature, go with YoLink. Check out your home insurance as well, some (not all) will give you a discount or a credit for getting this installed in the house.

Yolink saved my ass so many times, my combi boiler leaked once, first stair washlet pipe leaked once, whole hosue water filter housing minor leak once, the sewer clogged once and water shooting out from basement sink and washmachine pipe connector. Yolink leak sensor detected it and my yolink water shutoff thing auto shutoff the whole house water inlet so I don't need to deal with flood, those sensors/devices works great and doesn't get disconnected from hub at all!!!! I have no idea about Govee..... sorry.

I just installed a new HPWH a week ago, and immediately disconnected the shut off valve. It has probably dried out from the install by now, but I really don't need one there. It's 6 inches from a floor drain.

Second this, I originally got a mix because there were a couple places that I wanted to detect but not alarm (did not want farm animals to freak out when we were not at the barn).

After I got the ones with the audible alarm I opened one up and disconnected the alarm wire before I realized you can leave it connected and turn off the alarm/alert in the app. Definitely worth the extra $1-$2 for the alarm option.

get water leak sensor 4, model YS-7906
do not get water leak sensor 1, model YS-7903

Same thing with no screen temp sensor, definitely get the one with humidity for a bit more, you might want it some day. I have yolink temp/humidity sensors in 5 chicken coops
Both are IP65 rated
get YS8007 thermometer/hygrometer
do not get YS8017 thermometer only

I also recommend the speaker hub in addition to or instead of the standard hub, Standard hub does have ethernet option so there are tradeoffs on that choice

I have 26 yolink devices including one standard hub and two speaker hubs

I was going to get the speaker hub to add it but was really bummed it had no Ethernet port! What are they thinking? Maybe they want to be more like Apple.
