Edit: The Bissell XR got a pretty terrible review from techgearlab. This one is the XR Pet which looks like a slight upgrade - 300w motor vs 200w plus it includes the pet brush attachment.
Not sure if the flaw below is the same on both models though as mentioned by the techgearlab review:
"The Bissell Cleanview XR seriously struggled to complete our different floor cleaning tests. The leading cause of these problems is the vacuum's inlet into the dustbin. It only has a partial opening, which doesn't leave much room for larger debris to move past"
Reviews mention these work much better on rugs and carpet as opposed to hard floors where larger debris tend to just get pushed around. The vaccuumwars review for this XR Pet, which was overwhelmingly positive, did say it was fine for most debris sizes though: "On hard floors, the cordless vacuum's performance was also good for most debris sizes. However, it struggled with Cheerios-sized debris in our evaluations, causing the floorhead to snowplow. This issue is also present with the Dyson V8's head."
So overall seems like it's excellent on carpets, with near average performance on hard floors (the stronger motor on the XR Pet appears to improve the poor hard floor performance of the regular XR).

Not sure about that line saying the XR Pet would be better for hard floors. The XR Pet was praised for it's strong performance on carpets in the vacuum wars review, where it was lacking a bit was hard floor cleanup, struggling on larger debris. I also asked Gemini this question and was told the XR Pet was a mediocre vacuum that struggled on hard floors and to get the Tineco lol.
