This is cloud data center controlled right?

Have to have the app that talks to a server in a cloud data center which then sends the command to your switch, right?

Not directly home assistant controlled in your own home network. For that you need support for matter protocol in the device.

I know some have reverse engineered the commands the server in the cloud sends and have HA send it. Is that the case here?

Not bad, but I need dimmers. I have a few of these in closets and such.
The dimmer ones make my light flicker with led bulbs

Just a friendly reminder that it's not "matter" certified. While this may not be a significant concern for users who are already tied to google or Alexa, but having matter certification would provide future-proofing and allow easy switching between ecosystems or adding devices to multiple ecosystems.

Certainly, but if you have an old house like ours, be ready to fight it a little bit. I had to find a bigger wire caps than the ones provided because of old, thick wires that were not malleable anymore. Make sure you own a pair of pliers and possibly a wire stripper.

I got Matter version of this a couple of weeks ago and they work great with Siri.
Thicker wires might also mean they are made of aluminium - you need special wire nuts for these to avoid issues when interacting with copper.
One of the easier connection methods is to use a lever connector with anti-corrosion grease (e.g., wago 222 with alu-plus).

I use these for the fan exhuast in the bathroom. I set it to turn off after 5 minutes automatically.

Is it diy to swap these out?
It is, but you will need a "common" wire, which a lot of older houses don't have.

Any one know if these (or any other cheap smart switch) can be programmed to keep constant power on to the switch (to use with smart bulbs like hue) and then toggle the smart bulb on and off with a button press? I know that Brilliant Home panels and dimmers could do this, but not sure if there is a cheap option out there.

Installed in my house. Works well but for it to work for Matter, you need to enable it via Apple Home first before using the Tapo application.
I have never been able to make the Home app work. I gave up. Just Alexa for now.

Manual Operation During WiFi Outages:
Touch control: You can physically press the switch paddle to turn lights on/off
Local control: The Tapo app can still control your switches via local network connection even when internet is down
Basic functionality: All standard lighting functions work normally without internet
What You'll Lose During WiFi Outage:
Voice control via Alexa/Google Assistant
Remote control when away from home
Scheduled automation and timers
Away mode security features
The switch is designed to function as a regular light switch first, with smart features as added benefits. So during outages, you'll have reliable manual control just like a traditional switch.
