Yes you can use them in cold climates and they will heat. If you are in super cold climates you can buy insulators that go around the tub as well as on top. Just depends where you live. Some people also buy insulated pads to set them on.
I use mine year round. To do this, buy two horse mats from a farm supply store, place radiant barrier on top and it will retain a large amount of heat (saves on heating costs too). Just never turn it off when it's below freezing, keep it running all the time.
