This is the regular price of the 653. All you're getting here is a free DC power adapter.

no concern with tp link issues and the upcoming probable ban? buyer beware
No concern. The Omada family, Small/Medium Business-class devices like this and TP-Link USA is distinctly different than the home-class that contains suspect tech. For example, when I go to my cloud-based Omada management portal that I've opted into for remote management, it has a US-based URL for the portal, rather than something sketchy in APAC.
I love these because it allows me to separate the wireless, switching, and routing devices on my network and monitor/config each appropriately. They work well vs the boxes that look like a dead insect.

I just decided to upgrade my home network from freshtomato Netgear stuff to Omada. Bought the wifi router, controller, 2 AP's and 2 switches (I run a home-based business and am tired of the poor wifi). Can I ask why you opted for the cloud controller vs the software controller? I decided on the HW controller because I just don't do cloud-based services. Also didn't want to run the SW controller on my NAS.

I think I read they are identical. TC power may be region dependent

Transmit Power & Coverage: Some reports indicate that the EAP653 may have slightly lower maximum transmit power compared to the EAP650 in certain regions (e.g., 22 dBm vs 25 dBm on 2.4 GHz).

What's the difference between this and a Deco node?

For nearly the same price you can get the WiFi 7 TP-Link Omada AP. We run an EAP773 and 3x EAP770, all WiFi 7 compatible and working well. Their POE injectors are on sale too.

Good deal, but not a great deal, as the poster below mentioned for $10 more you can go WIFI 7 and I would completely recommend that over WIFI 6 at this point. TP-LINK AP's in multiple shoot outs have been the best on the market, their management is straightforward, and the option to do hardware or cloud based management is robust.

In a straightforward sense they are pretty identical, the difference is this is meant to be run as part of the Omada ecosystem which is for commercial business class customers. You can stil set one of these up as a stand alone AP and wire backhaul it to a existing DECO master router and it will work.

Agreed, spend the $10 more and get WIFI 7 at this point.

The $10 more 723s are only 2.4 and 5 GHz. The biggest upgrade of WiFi 7 is the 6 GHz band, and that is absent on the $89 model 723 units. WiFi 6 and WiFi 7 in the 2.4 and 5 GHz bands has a negligible performance difference.
It's pretty misleading to call something without the 6 GHz band WiFi 7 in my opinion, TP-Link isn't alone in doing this, lots of WiFi hardware makers do because "bigger is better and sells more because marketing!", but it's still shady in my book.
Just like everything else... buyer beware.
