A telltale sign of these cheapy tripods is those leg supports that affix to the center post. Proper tripods that you can trust for DSLRs and more proper equipment don't use those.

This isn't pretending to be a $200+ tripod. It's a ~$25 tripod for $8.
There are plenty of good uses for this.
Clearly people will be using this to put their phones on in portable fashion or possibly a tablet.
For me this put my second camera or phone for a second camera angle.
And of course the link is not even working now.......
