Promo code worked but prime store card doesn't seem to be triggering the 25%.

I bought 4 pack a year ago and one of them is broken already. It does not worth the money to pay for the shipping and send it back for warranty. Another interesting point, I cannot use them for Home Assistant and my thread hub, either. It seems some of the early Tapo products only works with TP Link thread hub.

If you used the promo code then the price at checkout will be $15.06. You then get $3.76 (which brings the final cost down to $11.30) in rewards back on the card you used to pay as long as it is one of the cards listed above. As long as you see "Get 5% Back, and additional rewards on select items charged to this card" in the "Paying with..." section when you're checking out you should be all set. According to the terms of the offer, the $3.76 cash back reward will "post to your account within a week of the transaction posting, and will appear on your monthly credit card billing statement and be available for use within 1-2 billing cycles".

YMMV, setting Amazon Day delivery to Wed/Thu/Fri triggers an extra 2% off ($0.32), whereas Mon/Tue only gives $1 off a future digital purchase which is useless to me. Also, 4-pack was $23 in Nov to Dec which is about the same unit price of OP's 2-pack after all the discounts (though I don't need 4 plugs at once), and these plugs do go on sale periodically for around this price.

Since Matter works with Apple HomeKit, does one still need to use the Tapo app to see the energy stats or is that presented in the Home app somehow?

I've got 4 of the non-Matter versions (P115) and use the Tapo app to manage them.

Dude, you don't know what you're talking about. TP-Link integration is Home Assistant certified Platinum. And why did you try to use WiFi products with a Thread hub? They are not compatible.

TP-Link integration is Home Assistant certified Platinum, but it's via the cloud.

Local is still better, and new TP-Link products that don't support Matter can't be local only. So the Matter version of these plugs would be better for that

TP-Link integration can be local with Matter devices. But TP-Link uses Matter over WiFi, not over Thread, so a Thread hub isn't needed or would work.

Right, I'm responding only to your points regarding home assistant. You're right regarding these and any Wi-Fi products not needing a thread hub.

That being said, why use the tplink integration when you can use matter to set up devices directly with home assistant? Then those devices never connect to the cloud. That's my point - this is a better setup if you're using home assistant and buying new.

I mentioned the Platinum certification because he was blaming TP-Link on his Home Assistant problems.
