The original best quality Henckels knives are made in Soligen Germany.
Henckels "Statement" are a budget series of knives and are primarily manufactured in China

I have owned this knife for about a decade. It's solid for home use, just cutting veggies and boneless meat. Maybe a higher quality one is better, but compared to the hand me downs I had before this one was great.
As for the China quality debate, it's not that China can't produce good steel/knives, but companies that move manufacturing to China are cutting costs so usually opt for crappy steel and cheap manufacturing processes. The stuff made in Europe has not suffered cost cutting to the same extent, so in theory has better quality.

I actually had this in the half tang previously and it cut fairly decently, I can't even imagine what the full tang is capable of

But where do you think most of the Henckels (or any name brand) steel comes from? Like most, it probably all comes from China. You may say the manufacturer has a certain spec, but do they really check the carbon content in what they've ordered?
You're missing the point or misunderstanding this. It doesn't matter where the steel was actually made, if it's good or bad quality steel. The general idea is that German factories use a better quality of steel that is better suited to making nice knives than do Chinese factories that are more concerned with cranking them out quickly and cheaply with less stringent quality controls.

I have all sorts of knives and the ones from Solingen are all very nice and durable, while the ones I've had that were made in China, India, and Spain are okay but of lesser quality and a little more hit and miss. And it's worth noting that knives made in Chinese factories often don't list the particular variety of steel used, and when they do it may not be accurate. Stamped vs forged is a different consideration but not an insignificant one.

Yep...these will rust if you don't dry them.
