It's stainless steel with no other coating. So by default it is not non-stick and you do need to use oil/butter/lard to create a non-stick layer between the pan and the food. With practice it is possible to regulate and limit the amount of fat needed, plenty of YouTube videos.

Some others may offer advice on whether it's possible to form a non-stick coating like that on cast iron, am not well versed enough with SS.

No, cannot be made non-stick. This is the kind of pan you use with oil to brown whatever you are cooking and, if you wish, use the fond in the pan to make a sauce. Difficult to brown things in a non-stick pan and you rarely get a fond in a non-stick pan. Winco makes good pots and pans - the kind you see in a professional kitchen. But they are a big step-down from a tri-ply pan. They are also a big step-down cheaper. I normally buy my few non-stick pans from Winco (and equal) then throw them away when the coating fails. The coating fails in ALL non-stick pans and there is no reason to spend real money on non-stick pans
Some comment that these non-stick pans are harder to clean, but I never found that to be the case because I use a stainless steel scrubbie (Like they do in professional kitchens.
Buy a small non-stick pan for eggs and switch to stainless fry pans for everything else. You'll be very happy. Solid price for an 11" pan that may last forever.

I cook my eggs in a stainless steel pan daily and have no issues with sticking. Use a light coating of butter or oil before you put the eggs in and you will be good. My eggs slide right out unless Im making them scrambled.

Yep the TL;DR is that in some situations you do want the food to stick and is actually a part of proper preparation and cooking.
