It's really stupid of REI to give Age, Height, and Weight info of reviewers and then not including the actual apparel size that the reviewer wore to base their review evaluations on. Unless the reviewer happens to mention the size that they tried, that data is meaningless.
And, yes, I agree with the first comment here about "that one review", LOL.

If you really want actual water-proof, polyurethane jackets are the best. They feel like rubber and beads water like it. For some reason, it's difficult to find them. I bought one through an European brand and also through Costco's Weatherproof Garment Co. You can access them through your Costco website. I bought one for woman, after seeing my wife's which is only $43.00. It is truly Costco quality — i.e., very good, and works extremely well for walking in rain, which we do — hiking all year round.

Absolutely 100% this.
I've spent a whole bunch of $ for the fancy rain coats only to realize.. the "advanced technology" means jack. None of them are as waterproof as the good ol rubbery stuff, i.e. PU coated Nylon, straight PVC/rubber
The downside of them is that they are not breathable and you'll sweat, but you can find raincoats that have under arm/armpit vents that help a bit. For hiking, all this fancy gore tex stuff will still get drenched and water will get through to your body after about 20-30 minutes. I can be outside for hours without a single drop getting in with the PU nylon/rubber. And the best part is those are like 15 bucks.

Really depends if you need breathability in the fabric. Polyurethane jackets are like wearing a plastic bag, traps sweat which leads to getting cold.
Not being a naysayer, but it's apples and oranges.

you're going to have a hard-time finding waterproof PU coated nylon or PVC that is pfas free. generally speaking, waterproof is through PFAS coatings. PU, nylon, PVC, etc are not waterproof by itself.
Gore-tex only recently switched away from PFAS. even the new ePE they market still has trace amounts of pfas.
hell the original gore-tex is just teflon for clothes.
