For processor, you really don't need a very powerful or latest processor a decent 8 Core model from AMD or a Core Ultra 5 with 6P+8E will do. Personally I would stick with AM5 platform bcause its longer support than Intel motherboards, which changes motherboard chipset very quickly with new Processor generation release. For Ram, 32GB is recommended.

Some things are all about the quantity of VRAM. Others are about also making sure you have really fast VRAM. Some really want CUDA cores or some other technology that's built into newer hardware. Some things work well splitting the load between dedicated VRAM and cheaper system RAM. Some can work well with multiple GPUs working in parallel. Some are limited to one GPU, and PCIe speeds makes little difference.
Without a specific goal, using "AI" or "LLMs" locally is almost like asking "I want to drive. What kind of automobile should I get?" There are some good generalizations people can give you for what hardware to get. But you can easily end up wasting quite a bit of money if you keep trying to get "just enough", and then realizing you can't easily expand.
(Also, Suryasis is right. The speed an capabilities you get for LLMs mostly dependent on your GPU(s). The rest of your system usually centers around supporting the needs of your GPU(s).)
If you have or are planning to get a 9800X3D, I'd just make sure it's a retail version so you get a full AMD warranty. OEM/tray CPUs typically only get 1 year and whoever you bought from is the middle-man handling warranty claims, so it's more of a pain.
In the end the failure rate is very low, even if it's higher than other CPU/motherboard combos. I wouldn't worry about it too much.
