The Barnes & Noble 50% off Criterion sale is consistently 2 times per year in July and November.
I was in a Barnes and Noble a couple weeks ago that was having a 50% off Criterion sale, so it's possible individual stores can have them more often. I don't think my local store is large enough to have a blu-ray section, so I've never noticed before.

Not possible, they're all corporate. Outside of the 50% off sales, they sometimes price them 20%-30% off because hardly anyone buys them at full MSRP.
