I have no clue how ATT hasn't closed down because everywhere I've been their network is shit.
I don't know all the workings behind the scenes. I've been with them (5 lines) for a bit over 4 years with no issues (Warp and Lightspeed only)
They are REALLY pushing Darkstar, so gotta be getting some sweet deal from ATT or planning to get a ton of subscribers and hoping ATT buys them out???

The line must remain on Dark Star for the full duration of the annual cycle. Attempts to transfer the line to any other network will void the discount, and the line's authorized payment method will be charged the difference between the full price of the annual Unlimited Premium plan and the discounted price.
To keep your promotions active, both your paid and free lines need to be on Dark Star. Your 36-day allowance for other networks has passed for line XXXXXXXXXX, so it's time to switch back to Dark Star to keep your promotions intact.

As others have mentioned, it's very sketchy how USM advertises this, but if you know / suspect / ultimately determine that you'll need access to T-Mobile or Verizon, the annual add on for "multi-network" would allow you to add one of those networks for cheap, which then allows you to use the secondary network for data.
In that case, the backup network would be added to the device as a secondary line / eSIM, and you can toggle between the two as desired (and, at least on an iPhone, you can designate the secondary line as default for data and/or enable automatic network switching).
The downside to this approach is if DarkStar (AT&T) has no coverage, your calls and text messages won't go through (though you could still use Wi-Fi calling while connected to Wi-Fi, and/or iMessage and FaceTime calling on an iPhone through the secondary line). That may be too complicated for someone who isn't tech savvy, but ultimately isn't too difficult overall.
