So much this! I switched to Visible because AT&T would just have random spots where I wouldn't get data... usually in places I was at frequently. I would have 2 or 3 bars of 5G signal but get absolutely no data. I was always happy when my phone switched to roaming because at least I would get some data! Visible has its flaws (mostly voice quality on my calls) but their data is much more consistent in my area.

They mean transferring to another one of their network options. They are NOT talking about porting out. You can port out but you won't get a refund on any remaining time, regardless of when you port out.

If you are seriously asking, you may not be a carrier hopper type. Most of the best plan deals require porting in.

The logic is to take your business away from some other carrier. That is a better gain for them than just giving you a fresh line. Of course, there are ways around that by obtaining a cheap number on your own, in order to port it into US Mobile.

Because it is promotion-specific due to their costs, or their goals. Their promotion, their rules.
You can switch, but you would be charged full price instead of the promotional price. If you want to chat and ask them, they won't have any better reason to tell you. They do not want us gaming their promotion, obviously.

I've been on mvno's for years and yes, I'm serious. Tello, Red Pocket, Mint, Visible, etc rarely require .. if ever .. port-in for their deals so US Mobile's 'port-in only' offer is more exception than the rule.

If US Mobile's logic is to limit the number of new subscribers then fine, but how is it a better gain sticking to the policy by limiting new subcribers? Besides, with no announcement extending this very brief offer few are going to bother getting a number either.

A customer who is more likely to stay is worth more to a carrier than a customer who's likely to jump ship at the drop of a hat.

At the expense of having fewer new subscribers? There might be higher churn, but who's say that the net after churn still results in higher net retention due to higher initial subscriptions? Besides, with annual prepayment, it's not like anyone is going to be anxious moving anytime soon .. plus people are going to look at other options anyway after a year is up.
