How much of a difference is it? For the same price of 8k. The Costco deal gives you 16kw vs this deal that is 8kw. I'm new to this and trying to decide what to get

The portable panels included in the Costco deal are not suitable for permanent installation. Helpful for RV life.
The rigid panels are suitable. You may want more solar than that for a backup system - those panels are worth about $1000 but if you build larger you'll likely want matching panels.

OutboundPower has better deals on both systems, using code POWER10
F3800 x2 + BP3800 x2 $5756 + HPP $1079 (code POWER10)

Or F3800 Plus x2 + HPP for $5488

F3800 Plus has 33% more solar input (3200W vs 2400W) at higher voltage, which reduces losses for a large array. It also supports split-phase generator passthrough, where the F3800 will turn off its AC outputs when charging at 240V.
Given prices at outbound power, 2x F3800 + 2x BP3800 + HPP is $6800, 2x F3800 Plus + 2x BP3800 + HPP is $8000. If you plan to install > 4kW of solar or expand the system over time, F3800 Plus will allow for more expansion.

The Anker F3800 Plus can charge in around 1.5 hours from a 240V source like a generator, or when connected to the Home Power Panel (HPP). As far as I know it doesn't support charging FROM an EVSE (even though smaller units like Solix F3000 DO)
When charging an EV, assuming 85% efficiency:
  1. F3800 Plus can supply 3.6 kW from TT-30 (120V, 30A), fully draining in about 50 minutes
  2. F3800 Plus can supply 6.0 kW from L14-30 (240V, 25A), fully draining in about 32 minutes
