50/50 Chances It is either a brand new one or a retail return with a used controller in it. I have ordered several this past month and sent about half back. Most coming in other retailers packaging like walmart boxes with other customers information on it.

Keep your eyes open at Walmart. One of the 3 stores near me has had them for $17 since they remodeled the store 6 months ago. They aren't always in stock, but the price remains. Worth checking while there.

Sometimes nothing needs to be said….. No one said anything about not purchasing it. Sometimes people post recent experiences to help others for people that maybe on the fence about a purchase, for example they may not live near a FedEx. It might not be as easy for them to get to a FedEx in some parts of the country to return as it is for you. People might not know that VIP is a liquidation company that buys overstock and returns and resells them without checking their inventory. We buy and sell a lot from VIP outlet and 50 percent of our purchases tend to be used returns that return because we cannot resell as new. There listings tend to never match what shows up at your door. So its constructive feedback that helps others to know what you're getting into….

You're basically saying that while the savings DO outweigh the convenience, the opposite is still true. YMMV
