There is zero chance any insulated screwdriver will put your life in danger with common household maintenance panel voltages unless you don't know what you are doing. This to fail 120V is laughable, you can get full metal tools and hold those using any solid gloves, there is enough insulation in dry fabric or leather to protect you from 120v. Your typical household rubber coated fabric gloves are sufficient enough for any home work (up into 240v) with insulated tools. And you are violating all the rules if not wearing heavy duty protective gloves when get into industrial panels.

I would guess it would be hard to find a situation where you'd need 1000V insulated screwdrivers to remove a square or triwing screw.
