I have Hulk and Savage unlocked already after less than an hour of playing. Each character is like 1000 coins or whatever the symbol is. I'm sure you can buy them all too, but it's fun to actually play and earn them. I bought one pack because I wanted Paul Orndorff, JYD, and Jesse Ventura.
Trust me $15 is a steal.
Not sure which legends you want, but these are some I remember you can unlock :
