You are still required to follow local laws regardless of weight and most local laws dont care if you are flying Neo or Avata.
In most places you are not allowed to launch from National or State parks. In many places youre not allowed to launch from county or city parks. That often but not always includes beachside.
You will have same challenges getting permission to fly your drone in US or Europe regardless of its weight (as long as its below the "commercial" weight).
In other words,I would only look at price, features and battery life as tradeoffs for your decision, not FAA registration requirements

If you're saying there seems mixed messages out there, it's more like - one person's queasiness is another person's great shot of scenery rushing by the periphery. Wide FOV is desired in FPV freestyle/acro pilots, mostly because they really need to see what they don't want to hit very soon, but also the sensation of speed is even desired in cine. (Scenic) Cine-FPV prefers less fisheye distortion, which the Neo 2 has less of.
That said, the Avata 2 still wins in "scenic flying" _if effort is spent in post (correcting/cropping some of the extreme fisheye), since its sensor and 10-bit D-Log M is so much better (or a tie even after post). Don't know the science of queasiness, but can always crop out and/or blur (use ND filters to lower shutter speeds).
The obsession with tricks on the Avata 2 is due to its improvement in both acceleration and responsiveness (wider motor-motor distance). That's compared to the original Avata (stock), since there are extreme 03/04 Pro air unit equipped DIY/BNF.
I'm guessing the Goggles N3 (better 55-degrees FOV) preserves the sensation of speed over the Goggles 3 but there are other factors like the sharper, OLED-per-eye, or stretch distortion of the wider LCD, but no experience. The captured video is the same, independent of the goggles.
I'm on a budget, so the N3 is good enough, and can put the cash into the Remote Controller 3 or the $$ 04 air unit ... which I regret not buying before "all this".
I like the price of the Neo 2 for its overall performance envelope- which includes the _most versatility (in modes and control schemes) for its non-intrusive size/weight (it's ready to go places for shots the Avata 2 can't get). If the Avata 2's Goggle 3 combo gets further discounted as Avata 360 ships, that could be a way to add that goggle to the fleet.
In the meantime, enjoy, and dunno, dont buy extended warranties, plus ur not flying reckless enough to keep an FPV drone intact for a whole year.

I can't stomach the news any longer- it's either total disbelief of what I'm seeing, or being conditioned to not believe anything I'm hearing dictated down to the voiceless peo(n)ples. The only consistency is my retirement portfolio tanking in this roller-coaster.

AFA _Goggles 3 and N3, the latter allows wearing (non-aviator) glasses, but doesnt have IPD / diopter adjustments like on the 3. But there's no room for glasses in the 3.
Goggles 3 have -6.0 to +2.0 D and IPD from 56-72 mm. The included -2.0 D lens helps up to -8.0 correction.
But your normal glasses might not apply to these goggles due to close-focusing. As a senior, I need both corrections, so might need +D (reading glasses) instead of my usual -D.
If no major astigmatism, Goggles 3 is the flexible choice, else small glasses or contacts will allow N3 to be in the running, but might need a 2nd/3rd prescription (regular, computer, goggle) but still be best to try out the N3 (if avail) afa its fixed IPD, close-focus distance, and it's curvature distortion.
