If this didn't have a function row I'd be all over it. Otherwise it's exactly the layout I want

I'm sure I'm just out of the loop, but how is Hall effect used for keyboard switches? It makes sense for joysticks but is this a new magnet based key switch?

Hall effect is for gaming. Their are two benefits for hall effect.

One is you can change key press sensitivity/activation. This is mainly used on WASD keys to allow for crazy fast twitch movement reactions for strafing. A normal mechanical switch doesn't register a key until a fairly decent press. Hall effect can be made so sensitive a slight nudge will register the key. As you can imagine, this is useful for gaming but horrible for typing. You would be using a hotkey or software often to switch back and forth between sensitivities when gaming or not.

Two is making key presses analog like a gamepad. Think of a racing game and how you can control a gas pedal. A slight W press will be a light gas pedal forward and slowly pressing W in will increase speed.

The second benefit you stated sounds very interesting.... where does that software functionality reside? In Windows, the game, or keyboard software? I used to use a Logitech G13 controller but that company annoys me to no end by constantly dropping support for their older, but still perfectly usable, hardware. I literally had to use three of their "driver" SW packages at the same time in certain scenarios.

Be wary of Epomaker keyboards in general. Have had a few at this point and 2 of them have fairly randomly failed. One was within the return period. The other after about 9 months. That said, this one might be fine since I'm sure they have more than one company making keyboards for them depending on the model.

QMK web based software so don't need to install bb loatrd software on pc. Just open browser and can tweak from there.
