Sam's club is also offering $60 Sam's Cash when you sign up for a plus membership for $110. Between the 30% Chase cashback and the $60 Sam's Cash, you're effectively getting the Sam's Club Plus membership for $17.
That's the best deal.

EDIT: Chase cashback is limited to $20, so effective cost would be $30.

It's called PLUS, and there is no special link. The deal is getting up to $20 back from Chase if your card has the offer. So yes, you could get the PLUS membership for $110, with $60 Sam's Cash and $20 back from Chase, for a total $30 for Plus (which is a hell-of-a-deal).

Beware from the T&C at the link:

Offer is not valid for current members or those who were Sam's Club members within the past six (6) months.

I looked for that because they seem to have that on all their deals (used to be less than 6).
