Looks like it is for cars with bad leaking steering. If you have a good rack stay away from it.

Why Not for Complete Refill (Standard Formula):
High Concentration of Additives: The formula includes "unique additives to condition and swell dry and hardened seals".
Potential Over-swelling: If used as a complete refill, these agents might over-condition or excessively swell seals in a healthy, non-leaking system.

I have some older vehicles where I occasionally siphon out the resovoir and put in some clean fluid. Yeah it's a half measure to actually draining the entire system properly, but I do it so often that I've never had problems. For this price and the type of maintenance I do this makes a lot of sense since everyone is saying it's not for a complete refill.
