Looks like it is for cars with bad leaking steering. If you have a good rack stay away from it.

Why Not for Complete Refill (Standard Formula):
High Concentration of Additives: The formula includes "unique additives to condition and swell dry and hardened seals".
Potential Over-swelling: If used as a complete refill, these agents might over-condition or excessively swell seals in a healthy, non-leaking system.

I have some older vehicles where I occasionally siphon out the resovoir and put in some clean fluid. Yeah it's a half measure to actually draining the entire system properly, but I do it so often that I've never had problems. For this price and the type of maintenance I do this makes a lot of sense since everyone is saying it's not for a complete refill.

20 year old cars only... my car is 15 years old and doesn't even have a power steering pump that needs liquid..

They still do but they're hidden and use expensive fluid, my electric pump and reservoir are located inside the passenger side front inner fender.

Make sure you know what you're doing if you have a Honda (or a manual steering rack, I guess.)

Valvoline Maxlife ATF has always worked for draining and refilling the reservoir every few years in my cars, but it used to be way cheaper, and I've never had a leak that didn't involve a hose or clamp. Especially not one that required a gallon of topping-off-only.

I wouldn't use this ... even for topping off. Concerns me ... why so. Just use Walmart Power steering fluid and they're not that pricey relatively.

Usually it involves snaking a new line through the engine haha. Take a lot of pictures before you attempt that one, alway a puzzle
