looks like 5 total shelves, which can be arranged in two ways: all 5 stacked vertically, or you can take the upper half of the frame and place it next to the bottom, making it 3 tiers with the lowest tier only having one shelf

Particle board shelves but it has the cross member on every shelf, instead of a .5" rabbit all the way around that the board slides in to. I bought Husky shelves 10 years ago like that and they lasted all of one summer before humidity destroyed the mdf. I guarantee this one holds up much better
