Most users on grandfathered plans—like Simple Choice (retired in 2016) or T-Mobile ONE (retired in 2019)—have accumulated multiple free lines through years of "Line on Us" promotions. As a result, many are paying only $100 to $200 for 8–10 lines with unlimited everything. These people have no intention of leaving T-Mobile unless they abruptly forces them onto more expensive, modern plans, which happens on 2023. Since there was a threat of massive customers lost, they allow users to "opt-out" and keep their legacy plans.
However, they stop offering any promotion to those plans, unless for some Pixel phones since Google wants to move their inventory.
