I don't have this *exact* tool but I have one that's similar that I purchased essentially for this purpose.

I have a 1987 home and popcorn was very much in fashion then. Plus, although the walls weren't bad per se, 40 years of half assed fixes left the walls needing some TLC. So, as I go through rooms to remove the popcorn (and repair the ceiling) I also skim all the walls (and repair holes, etc). Even if this unit works well to directly remove popcorn, realize that not only was it in fashion, but the ability to spray entire ceilings with texture allowed contractors to skip drywall finishing steps, so don't be surprised if you wind up having to repair spots in the ceiling especially taped seams. As for me, after popcorn removal I skim coat the entire ceiling anyway.

First, get your popcorn tested for asbestos. It's cheap - you can get a kit on amazon that you send away. Fortunately none of the spots I tested had asbestos.

Second, your ability to remove popcorn direct by sanding largely depends on if there's paint on/in the texture. If the texture has any paint, removing it solely by sanding is going to be very difficult to impossible. Paint just gums up the sandpaper and you'll spend your entire time just changing paper. In my case, several of the rooms I've done haven't been painted BUT apparently paint was mixed with the texture on spraying, which is even worse because if the ceiling is just painted, once you penetrate the painted surface my scraping, water sprayed on he surface can easily penetrate and the wet and scrape method will work, it'll just take a bit more time.

If there is no paint on/in your texture then yes a unit like this should be able to take it off. ONE of the rooms I've done (out of 5) I was able to just attack with the sander and completely remove the popcorn in ~ 30 minutes (standard 15*15 ft room). I find that using mesh style "sandpaper" (Amazon) works the best as it clogs less and allows for better capture of dust. Get the coarsest abrasive you can get - the mesh style is available down to about80 grit [amazon.com]. For my next room I was able to get some 24 grit (standard paper not mesh) - this is the grit that you'll see the Festool guys using (which is great but that setup is like $3000)

My setup is a sander like this (I also have a smaller palm/DA sander I use for the corners/spots) coupled with a long hose to a shop vac. The shop vac then has a hose on the exhaust I put in a window pointed outdoors and block off the rest of the window opening with a towel. I use disposable bags in the shop vac, as you'll quickly clog a pleated filter. Even with the shop vac and outdoor exhaust I still get quite a bit of interior dust, so I wear an N95 respirator with particulate filters. I am considering building a box fan filter for the next room though; up until now I've been doing bedrooms where I can just close the door and contain the dust but I'm moving into hallways that are more open and I don't want dust in the entire house.

For straight up wall texture, I'd first try to wet/scrape method. Walls are far more likely to have been painted, unfortunately.

I'll give this a shot. I have a few walls in my house that desperately need a skim coat. Sanding by hand is a pain in the neither-region. This looks like i t'll do a decent job quickly. But it appears to be a radial sander, not random orbital. But even if you hand sand or use a smaller orbital tool for the fianal coat, this should still cut down on the bulk of the work. And if the vacuum attachments works at all, its a major win. I got the white-lung, pop!

I believe the page states that the popcorn needs to be scraped off the ceiling manually or with another tool first.

Ya, could it make textured dry wall interiors into flat walls?

Ok, I got one! The review on amazon is decent, wish the OP would just include it so we can go read the reviews there besides the manufacturer's review site. I have 2 ceiling spots that I badly patched and been dreading to sand due to dust all over my face, let's see if this is truly as good as people make it to be... I already own a wall manual sander, so this should be a huge upgrade if it does work!

it will likely shred the edges of the sanding pads.
Update...There is a review for pocorn ceiling:
This works amazing smoothing out our hated popcorn ceiling. So far I've only done 1 bedroom but it's working like a champ. If you have option for scaffolding, DO IT! This is heavy so easier the closer you are. Helpful tip is scrape off as much of the corn as possible so you don't eat through the sanding pads. Definitely recommend to anyone trying to do home improvement themselves and for a great price. Will save you so much by putting in the effort. The quote to remove by a local contractor was close to 6 grand! No thank you, I'll keep more than half that in my pocket happily.

It looks like a good price, but after a little research it might be a better idea to hold out for a deal on a WEN 6369 Drywall Sander. This VEVOR model has the motor toward the head which makes it front‑heavy compared to more expensive ones that carry more weight in the center.

If it's the texture from the little bumps that come in the paint, sure. If it's textured with like a stucco pattern, definitely not - you would need to scrape that off. So it depends on your situation, but generally the answer is now. If you're not sure, go get a piece of sandpaper and sand it by hand. If that works, then go for it!
