The question was just focused on "this", the Neo1 (an extremely unlikely drone spec'ed for a Fed contract), the SD demographic audience is primarily recreational / individual ... or if commercial, mostly private-sector (present company excluded).
Your work was the victim of the 12/22/25 operational prohibition on all Federal-funded (sub)contracts, but the nuance is: because the ban is ill-defined (mostly un-defined) by a randomly ruthless / threatening source, state/local are scared poop-less, so writing their contracts following suit. Add more nuances for this segment, as a growing list of exceptions (defense, airspace, police, safety) spelled clear afterthoughts.
