With the Goggles N3 by itself going for around $250, this is a good entry price for those starting in FPV. It is equivalent to around $109 for the Neo with 3 batteries / charging holder.
In the US, DJI Care isn't available, which makes the Neo a cheap FPV trainer - you can learn carefree and fast with this bundle being less costly to crash- the Neo is pretty rugged.
As you gain FPV experience, the Goggles N3 can be used on the Neo 2 and Avata 2 (plus the DJI 04 and 04 Pro air units). But as you advance to full manual-mode, the included RC Motion 3 cannot be used - the "FPV Remote Controller 3" (dual stick) is required:

As an alternative, the Goggles N3 is available in a combo with the newer Neo 2 for +$200 ($599).

But I would think those that bought the Neo 2 controller-less would soon tire of the novelty, so should soon find deals in good, used condition. Plus, prices are dropping on the Neo2's Digital Transceiver ($39?), which is required for use with controllers.
So if your budget allows, the crash-cost would be higher on the Neo 2, but it is just as rugged, has better video quality, and more versatile control modes. This level of cost would start to justify recreational "hull" insurance, depending on pricing vs completeness of coverage.
