A lot of reviews saying the batteries only charge to 8.25V... Most new 9V batteries start around 9.6V. These may not work for certain devices, and smoke detectors would likely start chirping really early, thinking the battery is almost dead.

3600mWh at 9v is 400mah, while the standard seems to be around 600mah in competing brands including EBL

Non-rechargeable 9v start out with higher voltage. It declines steadily as it's being used. At some point it will go below the 8.25v rechargeable which tends to hold steady due to voltage conversion/boost. I have not had a problem with smoke detectors on a 6 month charge cycle, and they work fine in other devices.
It's likely device specific but testing the voltage in beeping smoke detectors is generally around 7.5v.
YMMV depending on the particular device and it's current/voltage demands.
I have not personally tested them but based on the design and experience with other brands I suspect these will be ~400mAh or lower.

Another reminder - Voltage conversion makes electromagnetic interference. These PROBABLY WILL NOT WORK IN AUDIO DEVICES.
