I don't have a single chisel and really needed one the other day. At that moment in time I would've paid more than $13 dollars for one...

Cheap chisels tend to work great. Their downside is that the get dull much quicker. But it's actually a double-edged sword. Their softer metal means that they also sharpen much quicker as well.

If it's a tool that you'll use so little that it may never need sharpening, then there is a large benefit to an expensive chisel. Similarly, if it's an ordeal each time you need to sharpen one, like you pay someone else to do it, then expensive chisels that hold their edge longer might be worth it. But if you can get to where you are comfortable doing touch-up sharpening quickly as needed, then cheap chisels work great.

One last benefit to cheap chisels: If you're afraid you'll ruin a tool by sharpening incorrectly over time, you can be more relaxed with cheap chisels. You can practice the skill of sharpening while knowing that at most, you're out a few dollars if you feel that you've eventually ruined something. Then again, with the softer steel it is much easier to do big fixes if you find a problem.
