Can this be used to cut wooden deck boards and deck rails? Need to replace a few on my house.
You're better off getting a sliding miter saw for wider applications. A 7-1/4 or 10" sliding beat this non 12" one. Single bevel is enough for your need and budget. Also 12" blade much significantly more expensive than smaller one.

Per AI: The DEWALT DWS715 12-inch compound miter saw has a maximum crosscut capacity of 2-in x 8-in dimensional lumber at 90° and can cut 2-in x 6-in lumber at 45°. It is designed to cut up to 4x4 dimensional lumber at 90° and features a maximum vertical capacity of 5-1/2 inches for nested crown molding or vertical baseboard.

If you're new to diy or home repair, this is a capable saw but it's also limited in its use with the single bevel and without the slide option. If you're only planning on doing this one project with it and the lumber you're replacing is within the size Taco posted, you should be great with this saw, but if you're considering doing more jobs like moulding/trim work or utilizing larger deck boards, you may want to consider a less expensive brand with more features or stay with your preferred brand and just spend more. Personally, I wouldn't buy a single bevel just because it's inconvenient to me since I don't use a miter saw often enough to have an efficient work-flow with it and it's easier to flip the blade than it is to reposition the saw in my small shop.
