I think so. I was able to choose it as a payment method for monthly charges for Game Pass for Console. Not sure about one-time pre-purchase, however. It does require a backup payment method/credit card. (In a browser I went to my Microsoft Account > Subscriptions > Game Pass > Payment Method > Change)

Yeah, it's not a well-known trick, but you can load these discounted cards onto your account before you do the pre-order. It will debit the entire amount immediately, rather than waiting to charge like a credit card preorder, but it's a good way to save a few bucks.
