the tplink deco series is marketed as a "household and lifestyle" appliance (hence the name DECO). this line of products differ from tplinks other routers because its focused on ease of use and simple one click setups for the average technophobe consumer. an active cloud account is required to mitigate setup and changes because deployment is dynamic. they locked out more advanced features and direct access to the router and everything is meant to be managed easily via your phone from anywhere. this is by design for ease of use, not because they want to "steal yo data." if you do a search on SD there are a few other tplink routers, namely the Archer (one mesh) line or the Omada, neither requires mandatory cloud account or setup.
tplink split itself into 2 corporate entities and distanced themselves from one another. tplink systems inc. is a registered US company headquartered in Irvine, california. tplink also aggressively relocated their manufacturing facilities from china to vietnam so they wont be subject to chinese government mandates and data regulations. if you're worried about data privacy, there are many more products that you currently use that are at higher risk from companies that aren't taking such an aggressive stance to remove themselves from china.

while every router is at risk, tplink is one of the safer ones according to actual statistics. tplink does pose a higher risk due to their massive market share (ie: one vulnerability would expose many more routers because there are just so many tplink routers out there) but this increased risk is systemic, not due to negligence.
i think confirmation bias plays a large part here, or maybe some people want to feel important or relevant by parroting misinformation without understanding it first. this kind of narrative creates an anti-competitive environment that translates to higher prices and less innovation for slickdealers. if you hear tplink being namedropped a lot in politics, well its just grandstanding. they need sacrificial lambs to manufacture outrage like all demagogues do.
