If you need a 5080 right now, this is a reasonable price in the current market.

But this is a terrible value. I would definitely not jump on this unless you need a card of this class now/soon.

In what way is this refurbished? Did they repair some components? I'm getting sick of the eBay refurbs that are just used resales.

There is no telling. If this was from PNY I'd think it was an actual refurb, being the seller is "qgistixstore" I would assume it is used or at best, some kind of contract overrun, surplus stock, pulled out of a machine that was turned, etc. They likely do not even have a way to probably test the GPU's.

Their about section is not selling their services as much as they think it is: "QGistix provides complete, front-to-back reverse logistics for low voltage electronics and other related accessories. We frequently have excess inventory and overstock that we sell off to make way for new stock."
