Is this basically a safer bench press?

For holistic strength it might not be ideal since you aren't working out stabilizing muscles that would otherwise work to keep the weight steady. Dumbbells are even better for that.

Even better for building FUNCTIONAL chest strength AND core stabilizers is to do single arm KETTLEBELL presses on the bench. This $200 bench is a waste of space and money because the two bulky arms limits what else you can do with it. $200 can get an adjustable angle utility bench like this: https://a.co/d/09AFlVWe
AND a couple of kettlebells. For a male beginner, I'd start with something like a 16kg (35lbs) and a 20kg (44lbs); a female, 12kg and 16kg. https://a.co/d/03fXLNY1

I don't think it's a waste of money personally it's a good machine to isolate the chest muscles while it's true, you could do the same with dumbbells. The main feature is safety. You don't need a spotter and since you don't need a spotter, you could push the sets more to failure without worrying about the weight falling on you I'm actually going to purchase one tomorrow from an individual on Facebook marketplace for 80 dollars. Just be aware, the main function is a chess press though they say you can do shoulder press and sit ups. They're not really ideal. This is the one I'm getting tomorrow and you can get it cheaper on temu https://www.walmart.com/ip/GMWD-C...martBanner

I guess $80 is not bad if you already have lots of weight plates at home. The other reservation I'd have with this kind of machine is that your range of motion is limited unless you prop something under your chest---similar machines in a commercial gym often have adjustable backs for that reason.

1However, if you don't have a spotter why not simply use heavier dumbbells? Would still be safe then.

Or, use a utility bench with a power cage that has spotter arms, like this: https://a.co/d/01daJmhI

The pullup bar it comes with is priceless, you can also attach TRX straps or something like that to them. Far far more versatile.

Yes, that's what's so great about dumbbells. They're very versatile. You can basically get anything done with a good set of dumbbells. I purchased the IRONMASTER's, which were expensive but in my opinion worth it and I purchased a Mikolo power rack model k6 which was a previous deal on here for $411 plus tax.

That bench weighs like 25 pounds, it's a toy.
