I mean... a metal cutting board? Thats ridiculous. You might as well turn your sharp knives into butter knives. Metal might be the worst cutting board material possible (Glass is a close second). Who thought this was a good idea?

All of what you said is true. The real kicker is that this has a plastic side so it's not even getting away from that. What a terrible product.

I have a small stainless steel cutting board... yes it's bad for your knives and it's hard to chop on but it is very easy to clean and won't harbor bacteria. May be ok if you don't cook often.

Saying it wont harbor bacteria is falling for the marketing. If you get a single scratch or ding in the metal surface its no better than any other type of cutting board.
Just use a properly cared for wood board, they are the best for your knives and more than safe to use in terms of cleanliness.
