I've been traveling with this for a few years and love the flexibility to charge anything I have from one brick
same. it's the only charge I travel with. charges my phone, my laptop, my watch all simultaneously without issue. My only fear is that it will die (I have had cheaper GaN chargers die on me) and then I'll be up a creek while traveling.
have had this adapter for 3 years at this point. charges everything i need. very convinent having 3 usb C + a USB A port. charges my personal phone, work phone, ipad and apple watch over night while traveling.
provides enough power for a laptop if needed, and you can bring your own other charger to supplement and plug directly into this as well. i've been to many hotels where the outlets couldn't support the weight of a charger as big as this

I have a 100w or 140w version of that that I travel with, especially internationally (it gives me two US outlets, albeit at 220v).
For traveling light, though, it's hard to beat the flat USB C chargers e.g. the old UGreen 65w with the international plug adapters. The only 100w version of it that I can find is this one: https://www.amazon.com/dp/B0FHJFWMSX/

So it charges, obviously, but what about power delivery? Meaning using it to run a device like a replacement AC adapter? A good example is powering a laptop through the USB-C port. Can this charger work like a power adapter but through USB-C?

For all purposes yes as charger = adapter functionally but using different words
