The 9900X is the better chip. Newer architecture, more efficient, bigger cache, higher single-thread boost, and no degradation risk. The 14700F has more cores on paper but those 12 efficiency cores aren't as strong as the 9900X's 12 full-fat Zen 5 cores. In gaming specifically, the 9900X wins or ties in virtually every benchmark.
So if you're not getting it for gaming then ... Up to you
