Urushoil, found in poison oak, ivy and sumac is an oil that can dry and remain a sever contact-allergen but can also be washed away easily with soap and water or some sort of light solvent.
Also, rashes are NOT contagious AT ALL. However, residual urushoil on that area could remain, causing false belief that poison ivy rashes (allergic reactions) are themselves, contagious.
