Not all phones are created equal; budget models usually skip the expensive gaskets needed for water resistance. Even on high-end "waterproof" phones, those seals degrade over a few years due to heat and mechanical wear—meaning a 2-year-old phone might no longer be airtight.
If you're hitting a water park, a pouch is a smart move for three reasons:
Zero Egress: It acts as a mechanical fail-safe if your phone's internal seals have aged.
Buoyancy: Unlike a bare phone, a properly designed pouch will float if dropped.
Utility: It gives you a lanyard for hands-free carry, especially useful if your swimwear lacks pockets.

additionally if you have an older one, you can fill it up with paper and weight and put it in water overnight to see if any water gets into it. I guess you could do the same thing for a cheap one on amazon. if the paper is wet, you know it's no good.

Most phones are water resistant , not water proof. If this case doesn't leak, then this is waterproof.
