Even with new email, names, phones, and even swap between main account with 2nd free members.
Maybe with different physical address (Sons, daughters in college but don't add 2nd free members (that associate with Costco in the last 18 moths (even already canceled and no longer have memberships but still less than 18 months period).
Costco won't send any Costco Shop Card.
Also, when go to local Costco Card, associate put in ID, or address (if the same) and the system will pickup existing name/address that associate with the ID.
Sam's is much easier and has been working just fine but NOT COSTCO!
Wait until you're in the final month of your membership and politely say "I'd like a refund on the membership. I'm not satisfied with the manner in which Costco has failed to honor the signup incentive/promotion and the time I've spent over the course of the membership trying to get it resolved. As the membership is now about to expire and it's still not resolved after several promises that it would be, I have no choice but to seek a refund at this point"
They tried to see if they could issue me some sort of gift card on the spot but they couldn't and then just refunded the cost of the membership within a minute or so.

Then it says Buy Membership. It doesnt offer to Renew my Membership.
I guess if it doesnt work I can cancel.
Plus, the lack of true 'deals' these days, the long lines at checkout and to exit, the way they randomly stop carrying an item after you started relying on them (I have a large list).
I find Sams a lot easier to deal with, but they don't really seem interested in expanding their presence here in DFW.

An earlier comment mentioned alternating Sam's and Costco sign up deals, which might be a good alternative if you don't have a preference between the two.
