This is true, however it is usually available for me on every flavor one time. This flavor I have not ordered yet, so it is in fact available even though I have used the same coupon on numerous other flavors. Shouldn't be front page, but I do appreciate the heads up for when a flavor drops in price significantly, as even without the coupon it is a relatively good price.
Edit: And now it's back up to 19 bucks before coupon, though I guess that's still a discount to regular price....

I have definitely bought these on coupon before but I got the coupon again, so it's not just "first order" only. This was my favorite flavor for a long time (now it's Mango Foxtrot) and still a great one to get.
