Not exactly. The lid will keep water out, but it's not waterproof. The plastic will degrade in the sun and split though, so you're not going to be able to leave it.
The bottom holds up in the elements.
I've had a beehive sitting on one for over 5 years.
I turned one upside down and set the hive on top of it.

It's the lid that doesn't hold up...

My first order from WM was broken. But I'll blame Fedex rather than WM. Does Lowe's have a special agreement that prevents shippers from breaking the stuff in the Lowes orders?

The plastic also seems to degrade in temperature extremes as well. I have some in a shed and some in my house and the ones in the house last longer.
