Effectively, yes. It's supposed to be "butterscotch, cream soda, and shortbread" - But from my experience it's effectively just a slightly less sweet butterscotch. Can't speak to the Peeps variety in particular, but the "butterbeer" items they sell at Universal all pretty much had the same flavor profile.

Of course not, because it's ridiculous. That's like saying that apple beer sounds like "fermented beer with a whole apple dropped into it" or root beer would be "fermented beer with a chunk of tree root dropped into it." (Also, who says "fermented beer"?)See also: birch beer, ginger beer, spruce beer.
