Because its not sold by or fulfilled by Amazon.
Not fulfilled by Amazon means you do not get Amazon customer service/returns - you have to work with the seller directly if you have an issue. They probably won't just give you your money back and let you keep the item if you don't like it for any reason, like Amazon does. And they may not have as easy/convenient of return options as Amazon offers if you do need to send it back. It also does not count towards the $35 minimum for free shipping on items fulfilled by Amazon, so people thinking of using this as a "filler" to reach the $35 minimum for other items will be out of luck.
And not sold by Amazon means you can't use certain promotions and coupons that can only be used on items sold by Amazon.
It's actually quite relevant - purchasing cheap items like this on Amazon is usually relatively risk free, but in this case if the product is trash you could reasonably expect to have to jump through some pretty obnoxious hoops to get your $4 back. In this case in particular the seller only has 79% positive reviews, so AT LEAST 1/5 people have a problem serious enough to warrant leaving a 1-2 star review.
