I can confirm it's a member price. I was previously not an Easy Rewards member and was seeing $79. I signed up here [staples.com] with a few clicks and now I see $59.

The OP didn't make it clear that this is an IN-STORE-ONLY COUPON for Staples Rewards members.
When making your purchase in the store, you show them a barcode coupon inside your Staples app in order to receive the discounted price. Limit 1.
