I've beaten this on Xbox Series S, PS4, and Nintendo Switch, and haven't seen this issue.
That's the long answer, but the short answer to your question is: no! It's not that you get through 10% of the game and are stuck forever; I believe this person meant to say that you get about 10% through the game, encounter a challenge (quest) you can't finish, but it's inconsequential to progress and you can keep playing!
