Dash cams write and re-write a lot so IIRC you need more of a "heavy duty" card made for that kind of abuse. Speed is not as important.
yes, i believe you want cards that are labeled "Endurance" for the repeated read/writes that dashcams are likely to do. a normal SD card would buckle under the repetition is my understanding.
Is this worth getting to use in a Galaxy Tab S10 FE? I know it wouldn't be able to make use of the microsd express speeds, but other 256gb cards also go for around $30-$40

It's backwards compatible so it should work. If prices are the same, might as well go this one. Note though, I remember there was a 512GB microSD posted here for $40.
This micro sd aimed more for gaming, with its fast read and random iops speeds.
The Sansung Endurance cards are, as mentioned, slower because they are meant for sequential read/write. Their nand chips are built to last constant write cycles. Per google, Up to 140,160 Hours (16+ years).
This card will work, as will any, but it might die sooner than a proper Samsung Endurance card. How soon? Who knows. Ive been using non Endurance cards on home security cams for years and no problems.
