You can. It'll just mirror. Even my oldest phones did that so I find it hard to believe that anything with usb-c now wouldn't. Some phones, like Samsung's dex, have a mode specifically for that kind of thing.

its still ymmv. For example iphone 16e wouldn't do video out via usb-c where regular 16 can.

Yes and no. I bought one of these years ago to plug into a monitor at work to watch netflix(had alot of downtown in between flights when I worked at the airport). HDMI will not transmit any copyright material over this cord.
